Chapter 4: Referral and Assessment Planning
IDEA requires that before a student can receive special education and related services for the first time,
a full and comprehensive evaluation of educational needs must be conducted. Students are evaluated
to determine if they have a disability and whether because of that disability they require specially
designed services to address their educational needs. Information gathered during the evaluation
determines the educational needs of the student and guides the development of an appropriate
educational program.
