What makes a drug a medicine? What makes drugs work? OTC drugs aren't dangerous at all, right? According to the U.S. Department of Health and Human Services, nearly 1 million people between the ages of 12 and 25 had used an over-the-counter cough and cold medication to het high in 2008.
In fact, prescription and over-the-counter (OTC) drugs are, after marijuana (and alcohol), the most commonly abused substances by Americans 14 and older.
