In the federal system some powers are delegated to the federal government, (called delegated powers), and some are retained by the states (called reserved powers), and some are denied to one or both. Some may be exercised by both (concurrent powers). Most of the delegated powers are found in Article I, Section 8 of the Constitution where the powers of Congress are listed. Those are termed enumerated powers. Article I Section 8, Clause 18, also refers to other powers necessary and proper to carry out the enumeration powers. These are referred to as implied powers. We will look more at those in the next section.
