Distribution of Powers in the Constitution
Federalism is a system of government in which the governing power is distributed between a central government and regional governments (called states in the United State and provinces in Canada.) In a federal system citizens have two or more levels of government making laws, offering services and administering laws, all of which can affect the people directly. In such a system, the relationship between the governments can result in conflict, and sometimes cooperation.
