Chapter 12: Disciplinary Procedures
Disciplinary procedures relating to students with disabilities are governed by
DoDEA Regulation 2050.1, “DoDEA Disciplinary Rules and Procedures ,” March 23, 2012, the Individuals with Disabilities Education
Act (IDEA) 2004, an
d DoDM 1342.12(June 17, 2015). Staff must be familiar with these issuances and
sources of information and may not rely solely on this “Companion.” The focus of this chapter is the
disciplinary procedures for removals (suspensions) and expulsions. Topics discussed include whether a
removal constitutes a change of placement; the manifestation determination process; and the services
which must be provided during a removal.
