In this section, we will identify the reasons for exponential city growth in port cities and factory towns. We will examine the life of poor immigrants in large cities and identify the policies and political divisions that served to help as well as take advantage of the new city dwellers. Lastly, we will identify the people and programs that placed the social consciousness of the middle class as the impetus for helping the needy.
